The coordinated release makes the financial record clearer, exposes existing questions directly, adds readable advisory minutes and scoped test evidence, and improves public-product navigation, shelter mapping, the transparency article and dated Pulse briefings. Live checks confirm this released package; the county shelter pathway diagrams remain separate upcoming work.

Next step

Retain the receipt and close remaining invoice, human validation and raw external-artifact gaps. Follow-up shelter pathway diagrams will receive their own tests and publication receipt. Compute coverage is partial; actual cost remains unknown.
